Overview 

Subsea telecoms cables carry 99% of the UK’s international data traffic and underpin the country’s economy, security and way of life. Yet this largely hidden infrastructure is exposed to accidents, natural hazards and potential sabotage. 

Baroness Lloyd will discuss the importance of protecting our subsea cable connectivity and explain what the UK government is doing to address risks to this critical infrastructure. The Minister will outline the government’s approach, focused on deterring threats, strengthening the security and resilience of the subsea cable network, and improving preparedness and incident response.

The event will include a panel discussion, with representatives from government, industry and academia, who will share their views on working together to address the risks to subsea infrastructure.

Speaker's Biography

Baroness Lloyd of Effra CBE assumed her current role on 11 September 2025. She was also appointed Baroness in Waiting (Government Whip) on the same date. Her previous appointments include that of the CEO of a universal bank in Tanzania, Chief Investment Officer and Chief Impact Officer at the UK’s Development Finance Institution, and Senior Adviser to Prime Ministers.
