Overview 

With the expiration of the New START Treaty on 4 February 2026, the United States and Russia, for the first time in half a century, will no longer be beholden to any bilateral nuclear arms control agreement.  

Ms Gottemoeller joins RUSI Director General Rachel Ellehuus in conversation about the significance of the treaty, its expiration, and what the future might hold for US-Russia nuclear arms control, against the backdrop of today's international security landscape. 


About the Speaker

The Hon Rose Gottemoeller is currently the Steven C Házy Lecturer at Stanford University's Freeman Spogli Institute for International Studies and its Center for International Security and Cooperation, and a Research Fellow at the Hoover Institution. She served as Deputy Secretary General of NATO from 2016 to 2019 and was the US’s lead negotiator for New START in 2009-10, the first woman to hold either of those roles.
