Overview

COBR is the Cabinet Office-led mechanism for co-ordinating UK central government’s acute response to emergencies. The acronym refers to both the physical meeting facilities that COBR maintain for hosting high-level committee meetings, and the central government arrangements for responding to serious domestic and international crises.

Mr Hargreaves will provide an insightful overview of COBR’s structural role and functional remit within government and beyond in the wider, national resilience context. He will also underscore the critical role of local resilience partners in a national crisis response and offer personal reflections on how the UK’s central crisis capabilities have evolved in recent years.

Speaker Biography

Roger Hargreaves was appointed to his current role in July 2022. Prior to this, he was the Director of the Cabinet Office Civil Contingencies Secretariat from October 2020. In a career spanning over 25 years, and a senior civil servant for 17 years, he has worked in seven different departments and agencies, in a mixture of policy, operational and delivery roles.
