The rise of new technologies is fundamentally reshaping the landscape of terrorist financing (TF), presenting both significant threats and valuable opportunities for counteraction. On one hand, these innovations facilitate faster, more efficient, and often anonymous financial transactions, which provide terrorists with an advantage in funding their operations. On the other hand, these same advancements offer critical tools to enhance the detection and dismantling of illicit financial networks, positioning technology as a crucial asset in the fight against terrorism.

The growing role of technology in TF presents significant challenges, with far-reaching implications for global security that demand immediate and coordinated action. It is imperative for NATO and its partners to continuously strengthen their ability to detect, disrupt, and counter emerging risks, ensuring international security remains safeguarded.

The workshop will bring together key stakeholders to assess the state of terrorism financing in 2025, explore emerging technological trends, and examine their implications for counter-terrorism strategies. The event will also focus on strengthening collaboration among authorities, financial institutions, and international allies to enhance efforts in countering terrorism financing and securing global stability.

This session will examine the current state of terrorist financing and the rise of new technologies that are reshaping TF tactics, including the growing use of online crowdfunding and cryptocurrencies. The discussion will assess the impact of these innovations on terrorist fundraising, as well the capacity of authorities and private sector to detect and disrupt these illicit financial flows.

This session will focus on enhancing counter-terrorism financing efforts by raising private sector awareness, improving regulatory compliance, and fostering enhanced public-private collaboration. It will explore how financial institutions, online service providers, and authorities can work together effectively to respond to the evolving TF threats and safeguard financial systems against abuse.
