Overview

The air and missile threat facing European states is acute. In Ukraine, Russia has combined mass and precision in a manner that reflects a significant evolution from pre-war concepts of missile warfare. Beyond Europe, in theatres such as the Red Sea, the Houthis have demonstrated how even sub peer actors can use proliferating missiles to threaten key sea lines of communiation (SLOCs).

Meeting these challenges-both in the defence of Europe and at expeditionary reach-will require integrated air and missile defence. Yet ambitions must be bounded by the art of the possible. Operational constraints and industrial capacity will ultimately shape what can be delivered.

This conference examines the question of the irreducible minimum: the level of IAMD capability that must be achieved to enable both credible territorial defence and sustained expeditionary operations.
