Overview

Hybrid threats are blurring the boundaries between domestic security, defence and foreign policy. From cyberattacks and sabotage to disinformation, covert interference and the exploitation of organised crime networks, hostile actors operate across borders and sectors, exposing gaps between national institutions and security frameworks. An effective response requires closer cooperation between countries and across government, defence, intelligence and law enforcement, backed by clear political priorities and decisive action.

Our panel event brings together senior British and German parliamentarians to examine the changing nature of hybrid threats, identify gaps in our current response and debate what the UK, Germany and their European partners must do to strengthen cooperation across institutions and borders.
