The Lord Evans of Weardale KCB DL

The Lord Evans of Weardale KCB DL was director general of the British Security Service (MI5) from 2007-13. As head of MI5 he was one of the British Government's principal advisors on national security threats including terrorism, cyber security and espionage and was a member of the prime minister's National Security Council. He also led MI5's work to ensure the safety and security of the 2012 Olympic and Paralympic Games in London.

In the course of a long and varied career in MI5 Jonathan worked as both an investigator and an operational officer on a variety of national security threats, specialising in counter-terrorism. He became the director responsible for MI5's International Counter-Terrorism work on 1 September 2001, ten days before 9/11.

Jonathan will shortly be joining the Board of HSBC Holdings. He has a Certificate in Company Direction from the Institute of Directors, an Honorary Doctorate from Bristol University and is a Freeman on the City of London.

Kate Appleby

Deputy Director, Strategy, NCA

Kate Appleby is Deputy Director Strategy at the National Crime Agency. She joined the Agency in June 2021 from the Cabinet Office, where she led negotiations for the UK’s G7 Presidency, and UK foreign policy development for the Integrated Review. Previously, Kate held positions in the Foreign, Commonwealth & Development Office, HM Treasury and the Office of Fair Trading.

James Babbage

Director General, Threats, NCA

James joined the NCA as Director General, Threats in June 2023. In this role, he is responsible for leading the national whole-of-system response to economic and organised crime, the National Economic Crime Centre (a public-private inter-departmental partnership), the National Cyber Crime Unit, and business direction of NCA’s internal transformation programme.

James was an intelligence officer and GCHQ civil servant for nearly 30 years. He led the transformation of GCHQ’s analysis capabilities, including through improved collaboration with the other UK intelligence agencies. James worked closely with industry partners and has provided strategic cybersecurity advice to foreign governments in the context of cyber threats to, and attacks on, critical national infrastructure.

Most recently (2020-23), James established and led the UK National Cyber Force, a partnership between Defence and the intelligence agencies. James is committed to strengthening public discourse on intelligence and cyber matters. National Cyber Force: Responsible Cyber Power in Practice, published in April 2023, sets out how principles of responsible state behaviour apply to offensive cyber operations.

Dr Phininder Balaghan

Global AI Capability Lead for QinetiQ and Head of Partnerships at Naimuri

Phininder is the Global AI Capability Lead for QinetiQ and Head of Partnerships at Naimuri. Phininder is leading the AI Strategy for QinetiQ on a Global Perspective, focusing on America, UK and Australia. Phininder’s knowledge and background in academia have been integral in helping to create a diverse network of specialists across government, academia and industry. His commitment to bridging the gap between technology, business and talent led him to create an event called TAG – Tech, Academia and Government. The series of events aims to connect state-of-the-art academic research directly into government and industry, and has brought together over 100 personnel across 50 organisations to date.

Dr Rajan Basra

Senior Research Fellow, Kings College London

Rajan Basra is a Senior Research Fellow at the International Centre for the Study of Radicalisation (ICSR) and a postdoctoral researcher in the Department of War Studies. He researches how terrorists think and act, focusing on the terrorist threat in Europe, the relationship between regular crime and terrorism, and the role of prisons in radicalisation and recruitment. Dr Basra has presented his research at the United Nations Security Council, the European Council, and the UK’s Foreign, Commonwealth & Development Office, and is a member of the Radicalisation Awareness Network (RAN). He completed his PhD in War Studies at King’s College London, for which he won a 2021 King’s Outstanding Thesis Prize. He holds an MA in Terrorism, Security, and Society from King’s College London and a bachelor’s degree from the University of Warwick.

Dr Katie Benson

Lecturer in Criminology, University of Manchester

Dr Katie Benson is Lecturer in Criminology at the University of Manchester and a RUSI Associate Fellow. She previously worked as Knowledge Manager at the Scottish Crime and Drug Enforcement Agency and as an intelligence analyst at the East Midlands RIU. Katie’s primary research focus is the involvement of professional services providers in the facilitation of money laundering, and the criminal justice and regulatory responses to this.

Her research monograph, Lawyers and the Proceeds of Crime: The Facilitation of Money Laundering and its Control, was published in 2020. Katie is Programme Director of the MSc Financial Crime and Compliance in Digital Societies, an innovative distance-learning degree for senior financial crime and compliance professionals.

Graeme Biggar CBE

Director General, National Crime Agency

Graeme Biggar CBE was appointed Director General of the National Crime Agency (NCA) in August 2022, having led the Agency on an interim basis since October 2021. Graeme joined the NCA as Director General of the National Economic Crime Centre (NECC) in March 2019. Prior to the NCA, Graeme was the Director of National Security in the Home Office, Chief of Staff to the Defence Secretary in the Ministry of Defence and held a range of other senior Civil Service roles.

Graeme led the NECC, which is a collaborative, multi-agency centre established to deliver a step change in the response to tackling serious organised economic crime, with a focus on fraud and money laundering. As Director National of Security in the Home Office, Graeme worked on countering terrorism and state threats. His experience includes helping shape the response to the 2017 terrorist attacks, the 2018 chemical weapon attack in Salisbury, and overseeing the use of Investigatory Powers across government.

From 2013 to 2016, Graeme was the Chief of Staff to the Defence Secretary, where he was responsible for assisting successive Defence Secretaries in developing and implementing their priorities. Prior to this, Graeme held a range of positions in the Ministry of Defence, including on operational policy, security, organisational reform and efficiency. Earlier in his career, Graeme spent three years in the Department for Environment and Rural Affairs, and one year on secondment to the New Zealand Ministry of Defence. Graeme has a degree in Modern History from Oxford University and a masters in International Security Studies from the Royal College of Defence Studies and Kings College London. He was awarded a CBE in 2019 in recognition of his services to national security.

Oliver Bullough

Author

Oliver Bullough is an award-winning investigative journalist specialising in the area of corruption. He is the author of Moneyland: Why Thieves and Crooks Now Rule the World and How to Take It Back. His previous books include Last Man in Russia: the Struggle to Save a Dying Nation and Let Our Fame Be Great. Oliver has written extensively in newspapers on issues of financial transparency and corruption. He is currently on the board of the Anti-Corruption Action Centre (AntAC) in Ukraine.

Jennifer S Calvery

General Manager, HSBC

Jennifer is General Manager, Group Head of Financial Crime and HSBC’s Group Money Laundering Reporting Officer, and was previously the Global Head of Financial Crime Threat Mitigation. Before joining HSBC, Jennifer was the Director of the Financial Crimes Enforcement Network (FinCEN), the national financial crime regulatory agency housed within the US Department of the Treasury. Prior to FinCEN, Jennifer spent 15 years at the US Department of Justice as a prosecutor and then senior executive driving national policy, enforcement and litigation strategies related to financial crime.

Virginia Comolli

Head of the Pacific Programme, Global Initiative against Transnational Organized Crime (GI-TOC)

Virginia Comolli is Head of the Pacific Programme at the Global Initiative against Transnational Organized Crime (GI-TOC). GI-TOC’s portfolio in the Pacific (Oceania) consists of research and analytical outputs (including as part of the Global Organized Crime Index), and on-the-ground engagement with local and international stakeholders. A key focus of this work is the mapping of foreign criminal actors active in Pacific island countries. She joined GI-TOC in 2020 as Research Manager for the ‘Anticipating and Disrupting Environmental Crime in the Globalized Economy’ programme.

Prior to GI-TOC, she spent 14 years with the International Institute for Strategic Studies (IISS) in London, most recently as head of the Conflict, Security and Development programme. Additional experience includes a secondment to the UK Ministry of Justice and work for the intelligence unit of a private security firm and strategic intelligence company. She is also a former Special Police Constable.

Charlie Edwards

Director, Strategy and Change, NCA

Charlie Edwards joined the Agency in November 2021 from the Cabinet Office, where he was the Professional Head of Intelligence Assessment (and Head of the Intelligence Analysis Profession in Government) and Director Capability for the Joint Intelligence Organisation. Previously, he was Director of Strategy in the Office for Security and Counter Terrorism, senior policy adviser on national security and international affairs for the Home Secretary. He has also worked in think tanks including the RAND Corporation and RUSI, where he founded the Centre for Financial Crime and Security Studies and was responsible for a number of major counter-terrorism programmes in East Africa.

Cathy Haenlein

Director, Organised Crime and Policing, RUSI

Cathy is Director of the Organised Crime and Policing research group at RUSI, with expertise in serious and organised crime, illicit trade and development. Cathy is Chair of RUSI’s Strategic Hub for Organised Crime Research, established in partnership with Research Councils UK’s Partnership for Conflict, Crime and Security.

Prior to joining RUSI in 2012, Cathy worked in the international development sector as a Project Development Specialist in Madagascar, as well as spending five years in Italy, working with European publications on EU–African relations and migration.

Cathy has a particular focus on environmental crime, and has led fieldwork in Kenya, Tanzania, Uganda, Zambia, Madagascar, Seychelles, Malawi, Mozambique, Gabon and Sierra Leone. She is the editor of Poaching, Wildlife Trafficking and Security in Africa: Myths and Realities (Routledge, 2016).

Cathy has contributed to a variety of publications and media outlets such as the BBC and CNN, and has provided briefings on key aspects of the organised crime threat to high-level fora from the G7 to the OECD, European Parliament and Global Counterterrorism Forum.

Susan Hawley

Spotlight on Corruption

Dr Susan Hawley is an anti-corruption expert who has researched and campaigned on the UK’s role in facilitating global corruption for over 20 years. Her work has included taking the UK Export Credits Guarantee Department to court for weakening anti-bribery procedures and being part of efforts to ensure that corporate liability was included in the Bribery Act. She is a founder of Spotlight on Corruption, having previously worked at Corruption Watch UK, The Corner House and Christian Aid on corruption issues.

Maryam Hussain

Investigator of fraud and corruption

Maryam has been investigating fraud and corruption in the public and private sectors for 20 years. She has led investigations in 23 countries, ranging from investigating an international network responsible for diverting over US$0.5 billion intended for one of the poorest counties in the world to investigating retail banks mis-selling financial products in the UK. She is a frequent speaker at conferences and business schools, including INSEAD, University of Oxford and ESMT Berlin, and author of Corporate Fraud: The Human Factor, a book which explores why large-scale fraud is often missed until it is too late and how to spot the early warning signs. Maryam holds a Master’s degree in Behavioural Sciences from the London School of Economics and Political Science.

Dan Jarvis MP

Shadow Minister for Security

Dan graduated from Aberystwyth University with a degree in International Politics and Strategic Studies before attending the Royal Military Academy Sandhurst. From Sandhurst he was commissioned into The Parachute Regiment and subsequently deployed to Kosovo, Northern Ireland, and on multiple times to Iraq and Afghanistan.

His service included: Platoon Commander with 1 Para, Aide de Camp to General Sir Mike Jackson, Adjutant 3 Para. On promotion to Major he worked as a staff planner in the Permanent Joint Headquarters and then at the Army’s Headquarters. He served as a Company Commander in the Special Forces Support Group.

In 2011, he became the first person since the Second World War to resign his commission in order to contest a parliamentary by-election. He was subsequently awarded the MBE for his service in the British Army, making him the first serving MP to be decorated for military service in many years.

On entering Parliament, Dan sat on the Business, Innovation and Skills Select Committee before being made a Shadow Minister for the Department of Culture, Media and Sport. In 2013, he was appointed as Shadow Minister for Justice. In 2015, he was made a Shadow Minister for Foreign Affairs before returning to the Backbenches and being elected as the first Mayor of South Yorkshire in 2018.

After serving as Mayor for a 4-year term that included unlocking a devolution deal, responding to Covid-19 and severe flooding, Dan was appointed Shadow Security Minister in September 2023.

In his limited spare time, Dan enjoys reading, walking his Springer-Spaniel, fell-running, hill walking and supporting Barnsley FC – all of which can be hard work at times. He has a very long-standing passion for tree planting and the British countryside. He is a patron of the Barnsley Youth Choir and Barnsley Hospice and the author of Long Way Home, which was published in 2020.

Tom Keatinge

Director, Centre for Financial Crime and Security Studies, RUSI

Tom Keatinge is the founding Director of the Centre for Financial Crime and Security Studies (CFCS) at RUSI, where his research focuses on matters at the intersection of finance and security. He is also currently a specialist adviser on illicit finance to the UK Parliament’s Foreign Affairs Committee ongoing enquiry.

He has a Master’s in Intelligence and International Security from King’s College London, where he studied the effectiveness of the global counterterror finance regime. Prior to joining RUSI in 2014, he was an investment banker for 20 years at J.P. Morgan.

His research on finance and security considers a number of themes including the financial dimension of state threats, sanctions, terrorist financing, proliferation financing and organised crime. He has contributed to a variety of publications and media outlets; has given evidence to UK parliamentary and US congressional hearings and spoken at a range of high-level multilateral forums including the UN Security Council and the Financial Action Task Force and a number of its regional bodies.

Bertie Kerr

BAE Systems Digital Intelligence

Since leaving the Royal Marines in 2012, Bertie has continued to work on international security and resilience initiatives, having delivered programmes in Ukraine, Afghanistan, Iraq and Syria on behalf of the UK, US and EU governments. Bertie now works for BAE Systems Digital Intelligence, and has supported the UK government to develop a number of cyber capacity-building programmes around the world, including in Southern and Eastern Europe, and in Central and South East Asia.

David Lim

Co-Director, US Department of Justice’s Task Force KleptoCapture (TFKC)

David Lim is Co-Director for the US Department of Justice’s Task Force KleptoCapture (TFKC), an interagency law enforcement task force dedicated to enforcing the sweeping economic sanctions, export restrictions and economic countermeasures that the United States imposed in response to Russia’s invasion of Ukraine. In that role, David oversees the investigation and prosecution of violations of US sanctions and export control laws and supervises the Task Force’s efforts to seize and forfeit the assets of individuals and entities who violate US law. 

Prior to this role, David served as the first National Coordinator of the Disruptive Technology Strike Force, a joint venture between the US Departments of Justice and Commerce focused on leveraging criminal and administrative tools to prevent the unlawful acquisition and use of sensitive US technologies by nation-state adversaries.

Professor Heather Marquette

Professor of Development Politics, University of Birmingham

Professor Heather Marquette is Professor of Development Politics at the University of Birmingham and leads the FCDO-funded Serious Organised Crime & Anti-Corruption Evidence (SOC ACE) research programme. SOC ACE’s research, conducted in collaboration with a number of leading research organisations and in consultation with key stakeholders, focuses on tackling serious organised crime, illicit finance and transnational corruption through politically feasible, technically sound interventions and strategies. Heather is also seconded part-time to FCDO’s Research and Evidence Directorate as Senior Research Fellow (Governance and Conflict) and is an Expert Member of the Global Initiative Against Transnational Organised Crime’s expert network.

Dr Angela Me

Chief of the Research Branch, United Nations Office on Drugs and Crime (UNODC)

As Chief of the Research Branch at the United Nations Office on Drugs and Crime (UNODC), Angela Me oversees global, regional and national research in the areas of drugs and crime. She co-produces and is responsible for global reference research publications in the areas of drugs and crime, such as the World Drug Report, Global Report on Trafficking in Persons, Global Study on Homicide, and World Wildlife Crime Report. With a strong background in data and statistics, she oversees UNODC data generation, processing, use and reuse, promoting the use of data, and their visualization and analysis, to impact policy making. 

Over the course of her career at the United Nations, Dr. Me has supported countries to improve their statistical and analysis systems, and has authored, contributed to and supervised the production of UN analytical reports, international statistical standards, discussion papers and inter-governmental documents in the areas of drugs, crime, population, gender, disability and migration. An Italian national, she holds a Ph.D. in statistics from the University of Padua in Italy. 

Dr Bill Merrill

Chair, HUMINT Academic Hub, NCA

Bill has been with the National Crime Agency (NCA) since its inception in 2013, serving previously with the Serious Organised Crime Agency, National Crime Squad, and Cheshire Constabulary. His leadership roles include the delivery of complex HUMINT strategies on behalf of the NCA, leading high-performing teams that operate within the most intricate and problematic areas of law enforcement.

He is a keen advocate for mentoring and developing officers within and outside of the NCA with their personal, professional and academic development, and chairs the NCA’s HUMINT Academic Hub. Bill’s Doctorate focused on organised crime, threats to life and time-critical decision making, and he is a visiting lecturer at the University of Chester and UCL.

Rowan Newman

SOCnet Regional Coordinator, Foreign, Commonwealth and Development Office (FCDO)

Rowan is the UK’s strategic and policy lead for serious and organised crime and illicit finance across the Russia region, coordinating a whole-of-government response by leading the design, development and delivery of the cross-HMG Serious and Organised Crime/Illicit Finance Regional Strategy.

Rowan plays a key role in identifying gaps in UK evidence and analysis; supporting the commissioning and undertaking of research and analysis; building working relationships with the foreign policy community and using these to stress-test and enhance understanding and delivery; delivering interventions; and ensuring that research and analysis is utilised to effect meaningful change. Prior to this, Rowan was an NCA officer, undertaking operational roles in the UK, Afghanistan and Pakistan.

Dr Liam O'Shea

Senior Research Fellow, RUSI

Dr Liam O'Shea is an expert on police integrity, violence and corruption, security sector reform and politics and security in the former Soviet Union. His research examines how to address prominent problems in Western policing, including police brutality, racism and misogyny. Dr O’Shea also focuses on how to address and manage corruption and state capture within aid and security assistance.

From 2018-2020, Dr O’Shea was an adviser in the Foreign, Commonwealth and Development Office for the UK's Conflict, Stability and Security Fund. He also led a team coordinating the FCDO's response to Covid-19 in vulnerable countries. He has consulted for various organisations on security and justice in developing countries, including the Overseas Development Institute and Saferworld. He was the 2020/22 Dinam Fellow at the London School of Economics. From 2014-2015, he participated in the Alfa Fellowship, a professional leadership programme in Russia and wrote his PhD (St. Andrews) on police reform in the former Soviet Union.

Harvey Redgrave

Executive Director, Crest Advisory

Harvey is one of the UK's leading experts on criminal justice policy, advising Prime Ministers, Mayors, Police and Crime Commissioners, and Chief Constables over the last 20 years. CEO since 2017, he has built Crest into the UK's leading expert team on justice, policing and public safety. Before this, Harvey was home affairs advisor to Leader of the Opposition Ed Miliband, and a Deputy Director at the Prime Minister's Strategy Unit, where he ran cross-government home affairs reviews on behalf of Conservative and Labour Prime Ministers. Harvey is a senior policy advisor at the Tony Blair Institute for Global Change, where he has published papers on immigration, crime and police reform. Harvey has completed a Fulbright Scholarship at Harvard University and is currently a Policy Fellow at the University of Manchester.

Tamara Schotte

Head of the Analysis and Strategic Coordination Unit, Europol

Tamara Schotte heads the Analysis and Strategic Coordination Unit at Europol, overseeing the coordination, standardisation and quality of analysis products – both operational and strategic. The Analysis and Strategic Coordination Unit is also responsible for implementing several overarching projects and initiatives, including EMPACT and CEPOL. Before this, Ms Schotte was Senior Policy Advisor first in the Cabinet of the Commissioner General of the Belgian Federal Police, and later in the Cabinet of the Executive Director of Europol. Between 2005–2017, Ms Schotte headed the Strategic Analysis team at Europol, after working as a strategic analyst at the Belgian Federal Police.

Adrian Searle

National Economic Crime Centre

Adrian Searle joined the National Crime Agency as Director, National Economic Crime Centre in March 2022. Adrian is a senior security and intelligence professional, with both government and private-sector experience. He has worked in a range of operational and policy roles, and led the cross-government response to significant cyber incidents as a Deputy Director in the National Cyber Security Centre. He joined the National Crime Agency from NatWest, where he was Group Head of Data and Security Risk. His current responsibilities include leading the multi-agency National Economic Crime Centre which has a strategic system leadership role for economic crime and illicit finance.

James Sullivan

Director, Cyber Research, RUSI

James Sullivan is Director of Cyber Research at RUSI, where his research focuses on the most pressing cyber and technology policy challenges of our time. His research considers a number of themes including: the role of national cyber strategies, the cyber threat landscape, cyber security and risk management, offensive cyber, cyber capacity building, cyber statecraft and diplomacy, and the threat from ransomware. James was a specialist adviser on 5G cyber security to the UK Parliament’s Science and Technology Committee.

James joined RUSI from Deloitte’s Cyber Risk team where he provided analysis on the cyber threat landscape and advised clients on defensive measures and risk management strategies. He has worked with large organisations and SMEs to identify and mitigate cyber security risks, and has helped to advise on cyber transformation programmes. Prior to this, James worked at the National Crime Agency as an Intelligence Analyst specialising in cyber-crime threats.

James has contributed to a variety of publications and media outlets such as the FT, BBC and CNN and has provided private briefings on particular aspects of the cyber threat to high-level fora such as the G7.

Duncan Tessier

Director, Economic Crime, Home Office

Duncan joined the UK Home Office in 2019 as Director for Economic Crime. He leads Home Office policy on anti-money laundering, fraud and asset recovery.

Duncan started his career as an economist, including in the UK Treasury and Cabinet Office before moving to be Deputy Finance Director at the UK Department for Business. He has also held senior roles in local government, focused on leading major infrastructure and IT delivery programmes.

The Rt Hon Tom Tugendhat MBE VR MP

MP for Tonbridge and Malling

Tom Tugendhat MP was appointed Minister of State (Minister for Security) on 6 September 2022 and attends cabinet. He previously served as the Chair of the Foreign Affairs Select Committee from 2017 to 2022.

He has been the MP for Tonbridge and Malling since 2015.

Before being elected as an MP, Tom served on operations in Iraq and Afghanistan. He also worked for the Foreign Office, helping to set up the National Security Council of Afghanistan and the government in Helmand Province. On returning to the UK, Tom served as the military assistant and principal adviser to the Chief of the Defence Staff to the British Army.

Dr Jodi Vittori

Professor of Practice and Global Politics and Security Concentration Co-Chair, Georgetown University

Dr Jodi Vittori is an expert on the linkages between corruption, state fragility, illicit finance, and US national security. She is a Professor of Practice and co-chair of the Global Politics and Security program at Georgetown University’s School of Foreign Service and a non-resident fellow with the Carnegie Endowment for International Peace. She was previously the US Research and Policy Manager for Transparency International’s Defense and Security Program and a senior policy advisor for Global Witness. Jodi also served in the US Air Force; her overseas service included Afghanistan, Iraq, South Korea, Bosnia-Herzegovina, Saudi Arabia, and Bahrain, and she was assigned to NATO’s only counter-corruption task force. She was an Assistant Professor and military faculty at the US Air Force Academy and the National Defense University. She is also a founder and co-moderator of the Anti-Corruption Advocacy Network.

Dr Karin von Hippel

Director-General, RUSI

Dr Karin von Hippel became Director-General of RUSI in 2015 after serving for nearly six years in the US Department of State as a Senior Adviser in the Bureau of Counterterrorism, then as a Deputy Assistant Secretary in the Bureau of Conflict and Stabilization Operations, and finally, as Chief of Staff to General John Allen, Special Presidential Envoy for the Global Coalition to Counter-ISIL.

Prior to that, she co-directed the Post-Conflict Reconstruction Project at the Center for Strategic and International Studies in Washington, DC and was a senior research fellow at the Centre for Defence Studies, King’s College London. She has also worked for the United Nations and European Union in Somalia and Kosovo, and has direct experience in over two dozen conflict zones.

Dr von Hippel has numerous publications to her name, including Democracy by Force: US Military Intervention in the Post-Cold War World (2000), which was short-listed for the RUSI Westminster Medal in Military History. She holds a PhD from the London School of Economics, an MSt from Oxford University, and a BA from Yale University.

Sir Rob Wainwright

Group Chief Information Security Officer, UBS

Sir Rob is the UBS Group Chief Information Security Officer, having joined UBS in this role in June 2023. He is based in London, is from the UK, and joined UBS from Deloitte, where he spent the last five years as a partner advising boards and senior executives of global companies on cyber, financial crime, risk and data issues. Prior to Deloitte, Sir Rob spent nine years as Executive Director of Europol, where he pioneered the use of data and technology to drive a better response across Europe to cybercrime, terrorism and other major security threats. He is a Member of the Board of the Global Cyber Alliance. He was knighted in 2018 for services to policing and security.

Professor David S. Wall

Professor of Criminology, University of Leeds

David S Wall, PhD is Professor of Criminology in the Centre for Criminal Justice Studies, School of Law, University of Leeds, where he conducts interdisciplinary research into cyber crimes, their organisation and policing.

He has published a wide range of articles and books and has a sustained track record of funded research in these areas (the 2^nd edition of Cybercrime: The Transformation of Crime in the Information Age will be published in April 2024). David has been a member of various governmental and non-governmental working groups on cyber crime and has recently worked with the UNODC Expert Group on various cyber crime initiatives.

He is a Fellow of the Academy of Social Sciences (FAcSS), the Royal Society of Arts (FRSA) and the Turing Institute (2018-2021). He joined the Technical Board of the University of Oxford Global Cyber Security Capacity Centre in 2022.

Kathryn Westmore

Senior Research Fellow, CFS, RUSI

Kathryn is a Senior Research Fellow at the Centre for Financial Crime and Security at RUSI. She leads the Financial Crime Policy Programme which tracks the implementation and evolution of anti-financial crime policy both in the UK and globally. Her work focuses on anti-money laundering regulation and supervision, the policy response to fraud, corporate criminal liability and the role of new technologies. In 2022, she served as Specialist Advisor to the House of Lords Committee on Digital Fraud.

Prior to joining RUSI, Kathryn spent 15 years at PwC, where she worked across the regulated sector, advising institutions on how best to manage their financial crime risks and meet their regulatory obligations. She also has experience of leading complex investigations into allegations of fraud, money laundering and corruption in the UK and overseas.

She has an MA (Hons) in Classics from the University of Cambridge and a LLM in Banking and Finance Law from the University of London. She is a Fellow of the Institute of Chartered Accountants in England and Wales (ICAEW) and a Certified Fraud Examiner (CFE).

Helena Wood

Head of Public Policy, Cifas

Helena is the Head of Public Policy at Cifas, the UK’s largest not-for-profit fraud prevention membership organisation. She was previously a Senior Research Fellow and head of the UK Economic Crime Programme at RUSI's Centre for Financial Crime and Security Studies.

Helena's research interests include reform of the UK's response to economic crime as well as the global policy response to criminal asset confiscation. Since joining CFCS as an Associate Fellow in 2015, Helena has published research on the UK's proceeds of crime architecture, fraud, and anti-money laundering intelligence gaps.

Prior to her time at RUSI, Helena ran an independent financial crime consultancy, with clients across the public, private and third sectors. Earlier in her career, Helena spent over a decade in public service in the UK, with positions at the National Crime Agency, the Asset Recovery Agency, HM Treasury, and the Charity Commission.

Nic Woodhall

Head of Intelligence Analysis, NCA

Nic Woodhall is the Head of Intelligence Analysis in the National Crime Agency.  She leads the National Assessment Centre whose mission is to articulate the single, authoritative picture of the serious and organised crime threat to the UK. Nic oversees the development and delivery of the National Strategic Assessment, within which she has led initiatives to estimate the scale of serious and organised crime threats within the UK.
