Overview
The killing of ‘El Mencho’, the leader of Mexico’s Cartel Jalisco Nueva Generación (CJNG), by Mexican security forces is set to have far-reaching impacts for the country’s national security. Alongside the immediate threat of retaliatory violence by CJNG against the state, longer-term risks of fragmentation and inter-cartel competition could significantly intensify levels of violence across the country.
This webinar brings together RUSI experts and associates to explore the implications of El Mencho’s death. The discussion will provide timely analysis of El Mencho’s role in the CJNG, prospects of inter and intra-cartel conflict and the dilemmas facing the Mexican state in responding to internal and external pressures.
Speakers:
Chris Dalby is the Director of World of Crime, a policy advisory group, and a RUSI Associate Fellow. Chris advises governments and multilateral institutions on the security implications of transnational crime. He also helps corporations and major event organisations carry out supply chain audits to help root out criminal and corrupt elements. He is the author of two books, CJNG: A Quick Guide to Mexico's Deadliest Cartel and Tren de Aragua: The Guide to America's Growing Criminal Threat and publishes the World of Crime and Sports and Crime Briefing newsletters. Chris previously served as Managing Editor of InSight Crime.
David Mora is a Senior Analyst for the International Crisis Group, covering Mexico’s most pressing issues. Trained as an investigative reporter and documentary producer, David has eight years of experience in journalism and researches organised crime, violence, corruption and conflict in the country, blending fieldwork and investigative reporting tools.
Jennifer Scotland is a Research Analyst with the Organised Crime and Policing (OCP) team at RUSI, where she focuses on issues of criminal governance, illicit economies and associated financial flows, and security policy in Latin America and beyond. Prior to joining RUSI, Jennifer was a Research Analyst on the Americas country intelligence desk at Janes, an open-source intelligence defence and security provider, where she monitored security threats in Latin America, including regional organised crime trends.
Elijah Glantz is a Research Fellow with the Organised Crime and Policing (OCP) team at RUSI, where his work spans criminal network structures, illicit finance, and illicit economies. He leads and contributes to projects on topics including state involvement in organised crime, political economies of organised crime and law enforcement strategies. Previous research includes modelling cartel fragmentation and violence in Mexico during the Calderón years. His research has been featured by The Economist, the BBC, The Times, The Telegraph and others.
The event will be moderated by Cathy Haenlein, Director of the Organised Crime and Policing research group at RUSI.
