The decision to go to war in Iraq in 2003 remains one of the most controversial and consequential episodes in US and UK foreign policy over the past quarter of a century.

In July 2004, Lord Butler, a former Cabinet Secretary, published his Review of Intelligence on Weapons of Mass Destruction – better known as the Butler Review. The debate about the decision to invade Iraq, as part of a US-led coalition, has been ongoing.

To mark the 20th anniversary of its publication, our panel will look back at the key findings of the Butler Review and consider how government decision-making has changed, and whether lessons have been learned.
