Overview

 

Offensive cyber is a key tool of contemporary statecraft. But what do offensive cyber operations look like for the UK, and other medium powers? A forthcoming volume edited and published by RUSI, New thinking on UK Cyber Effects: An Edited Collection, is the first effort to ask and discuss the British way of cyber warfare. Bringing together a community of researchers and practitioners that draw on academic and policy research, professional insights and multidisciplinary expertise, this volume aims to reframe our understanding of cyber effects operations and UK strategic culture.

To celebrate the publication of the volume, the UK Cyber Effects Network is hosting the first in a series of public online events related to the theory and practice of offensive cyber and other cyber effects operations.


Speakers

Conrad Prince is a Distinguished Fellow and RUSI’s senior adviser on cyber security, offensive cyber, and related intelligence and security matters. He was formerly the Director General for Operations and deputy head of the UK Government’s signals intelligence and cyber security agency, GCHQ, and subsequently held a role as Cyber Security Ambassador for the UK Government, specialising in international capacity building.

Dr Monica Kello is a Lecturer in War Studies (Cyber Security) and Co-Director of the Cyber Security Research Group in the Department of War Studies. Her research focuses on cyber strategy, international cyber conflict, and the strategic implications of new technologies.

Dr Neil Ashdown is the Head of Research for Tyburn St Raphael, a strategic advisory firm. He co-leads the UK Offensive Cyber Working Group. Neil completed his PhD at Royal Holloway University in London in 2024, where his thesis examined public–private collaboration on cyber intelligence in the UK. He was the deputy editor of Jane’s Intelligence Review from 2014 to 2019.

The session will be moderated by Dr Tim Stevens, Reader in International Security at the Department of War Studies, King's College London, and co-director of its Cyber Security Research Group. He has published widely on cybersecurity and cyber conflict, including a Research Handbook on Cyberwarfare (Edward Elgar, 2024). Dr Stevens is an Associate Fellow of RUSI.
