Overview

A major restructuring of UK defences began in 2025, driven by the Strategic Defence Review and an accompanying defence reform programme. These reforms seek to move the UK to a position of ‘war-readiness’, through a swathe of commitments to improve defence capabilities.

Major General Budd will provide an overview of the defence reform agenda, which represents the most significant transformation of UK defences in fifty years. This briefing will also explore the changes it will lead to, and what these reforms mean for defence industry and the defence attaché community, with an opportunity for questions.


Speaker Biography

Major General Neil Budd OBE was commissioned into the Royal Artillery in 2001 and has led operations in Iraq, Afghanistan and Cyprus. His staff roles span MOD strategy, Army HQ, and UK Permanent Joint Headquarters. He was appointed to his current role in February 2025, having previously commanded the 1st Deep Reconnaissance Strike Brigade, where he led the development and validation of the Army’s reconnaissance-strike concept.
