Overview 

There is increasing divergence between the approaches of liberal democracies and authoritarian powers over cyberspace, a significant arena of geopolitical competition. As states seek strategic advantage in and through cyberspace, how can liberal democracies avoid falling behind their adversaries? What role will artificial intelligence play in that competition? 

Anne Neuberger has called for the United States to establish a new cyber deterrence policy, strengthen its messaging to adversaries, and leverage its technical and economic strengths to achieve strategic advantage in cyberspace. 

In this talk, she will reflect on how democracies can defend and advance their interests and values in the cyber domain and the role of artificial intelligence in enabling that. 

The Cyber Statecraft series is funded by the Defence Science and Technology Laboratory (Dstl) through the Engineering and Physical Sciences Research Council (EPSRC), in partnership with the Research Institute for Sociotechnical Cyber Security (RISCS). 


About the Speaker

Anne Neuberger is a Senior Advisor at a16z, the Frank E. and Arthur W. Payne Distinguished Lecturer at Stanford University, a Distinguished Fellow at the Hoover Institute and the Royal United Services Institute and a strategic advisor at Johns Hopkins University Applied Physics Laboratory. 

Ms Neuberger served as Deputy Assistant to the US President and Deputy National Security Advisor from January 2021 to 2025. In that role, she had primary responsibility for US national policy around cyber warfare, cybersecurity and emerging technologies, such as quantum, spectrum and advanced telecommunications (5G/6G). She built and led international coalitions to address transnational threats, including establishing the US Counter-Ransomware Initiative, which grew to 70 partner countries. 

Prior to this role she served for over a decade at the NSA and the Pentagon in senior roles with responsibilities for setting strategic direction and guiding execution of complex, global operations. She has been awarded DoD and NSA’s highest civilian awards, as well as a Presidential Rank Award for her government service, and led in technology and operations at a large financial services firm.
