In an era of geopolitical volatility, technological disruption, and intensifying strategic competition, government leaders and civil servants must make decisions in environments characterised by uncertainty, complexity, and rapid change. Effective leadership increasingly requires the ability to analyse emerging risks, navigate international systems, communicate strategically, and build influence across diverse stakeholder groups.

RUSI Leadership Centre programmes equip participants with the practical skills, analytical frameworks, and strategic perspectives required to operate effectively in today's global environment. Combining academic rigour with practitioner expertise, courses blend theory, applied learning, and real-world case studies to develop capable and confident leaders.

Sessions are delivered by the Leadership Centre’s experienced team of trainers, supported by RUSI’s network of associate fellows which include world-leading academics, high-ranking government and military officials, and experienced specialists in communications, business and policymaking.

 Learning Areas

Strategic Analysis

Participants develop practical analytical skills through hands-on exercises and structured methodologies designed to strengthen critical thinking, risk calculation, decision-making, and strategic assessment.

Topics may include: structured analytical techniques and research methods, risk analysis and strategic foresight.

Policymaking and the International System

Participants gain a deeper understanding of how states, institutions, and international organisations interact within the global system.

Topics may include: international law and multilateral institutions, comparative policymaking systems (EU, UK, China, US etc.), and contemporary international challenges.

Negotiation, Mediation and Diplomacy

Participants explore the theory and practice of negotiation while developing practical skills through simulations and role-play exercises.

Topics may include: diplomatic negotiation and mediation techniques, international negotiation procedures, stakeholder management and relationship-building in complex environments.

Strategic Communications

Participants strengthen their ability to communicate effectively in high-pressure environments. Media-training and public-speaking sessions led by professionals integrated.

Topics may include: public speaking, crisis communications, information manipulation and influence.

Contemporary Geopolitics

Participants examine the strategic trends shaping the international environment, with particular attention paid to developments most relevant to the participants.

Topics may include: great power competition, emerging technologies and cyber security, artificial intelligence and diplomacy and disinformation and influence operations.

 Teaching Methods

Our programmes combine expert-led lectures and seminars with practical, skills-based training and immersive exercises, including war gaming, crisis simulations, and scenario-planning activities. Participants receive timely and constructive individual and group feedback throughout the course, helping to deepen understanding, strengthen capabilities, and support both personal and professional development. Participants also receive a final certificate with their grade alongside qualitative and quantitative feedback.
