Overview

While the EU draws up a plan to end use of Russian oil and gas by 2027, the unilateral posture adopted by the US makes it unclear whether European allies will be consulted on the continuation of sanctions and their impact on the European energy system. At the same time, minerals have emerged as a US preoccupation in its dealings with the Ukrainian government.

In this wide-ranging discussion, the panellists will consider:

  • Can restrictions on Russian energy be strengthened, or even maintained, if the US begins to unwind its sanctions regime as part of a bilateral deal with Russia?
  •  What should Europe and Ukraine’s red lines be on energy in any deal, and what will Russia push for?
  • How are mineral resources in Ukrainian and Russian occupied territory featuring in US thinking and what is their strategic value?
  • What are the implications of different scenarios for European energy security and Russia’s ability to rearm and expand its energy industries?
