Elad Wieder
Israel Money Laundering and Terror Financing Prohibition Authority (IMPA)
Elad Wieder is the Head of the International Department at the Israel Money Laundering and Terror Financing Prohibition Authority (IMPA), which is the Israeli Financial Intelligence Unit (FIU), and serves as the Head of the Israeli Delegation to the Financial Action Task Force (FATF). In his role, Elad leads a team of liaison officers, policy, and operational analysts, attending to financial intelligence analysis, information exchange and other forms of operational cooperation with other FIUs. Additionally, Elad leads the work of the Israeli delegations to the FATF and to Moneyval, and coordinates IMPA’s delegation to the Egmont Group of FIUs.
At The FATF Elad is a Co-Chair of the Policy Development Group (PDG); beforehand he co-led the policy project that prepared the recent reform of the global Asset Recovery regime, actively contributed to the work of the Virtual Assets Contact Group, and otherwise participated in all the FATF working groups. At the Egmont Group of Financial Intelligence Units, Elad served as a Vice-Chair of the Information Exchange Working Group (IEWG) from 2018 to 2022 and led an IT-oriented project aimed at standardising and structuring information exchange between FIUs. Prior to joining IMPA, Elad was a partner at Herzog Fox & Neeman (“Herzog”), a prominent Israeli law firm; in his practice, Elad gained extensive experience in a wide range of aspects within the financial industry, with particular emphasis on technology, including virtual assets, online platforms, digital payment solutions and other financial services. While working at Herzog, Elad has spent time on secondments at Allen & Overy in London and at Barclays in Tel Aviv.
Elad holds LL.B. and B.A. in economics from the University of Haifa, and LL.M. in economic analysis of law from the European Masters in Law and Economics (EMLE) Erasmus program, where he studied at the universities of Hamburg, Bologna and Aix-En-Provence. During his studies Elad served as the Coordinator of the Haifa Center of Law & Technology and as the Project Lead of Creative Commons Israel.
