Overview

As the Home Secretary’s Independent Reviewer of State Threats Legislation, Mr Hall will reflect on the UK’s innovative legal response to overseas meddling, from assassination and election interference to disinformation and diaspora intimidation.

He will consider how the law can strike a balance between the right to participate in a liberal democracy, and the danger that the UK’s openness can be exploited by adversaries seeking to undermine its freedoms and values.

The event will be moderated by Suzanne Raine, RUSI Trustee and former Head of the UK Joint Terrorism Analysis Centre.
